Washington State Legislature and Aviation

Once again the Washington State Legislature is working to close a budget deficit in excess of 4 billion dollars and they are exploring multiple avenues for increasing revenues. Last week there was a bill introduced in the House of Representatives (HB 1847) that would eliminate the current excise tax exemptions on aircraft in the State. HB 1847 contains the exact language that was successfully defeated in the last legislative session.

PNBAA has been working with other members of the Washington State Aviation Coalition to improve our State lawmaker’s understanding of how important aviation is to the State economy. We believe we are making progress with a broad section of Representatives and Senators in the current legislature ti ensure aviation is viewed for what it is, essential to our State economy.

The aviation industry is better understood now than ever before and the aviation advocacy groups are working together very well; however we still must remain vigilant to these legislative attempts to gain additional revenue from our industry by legislation or referendum. We believe current exemptions improve aviation contributions to the economy and quality of life in the State, and we are seeing increased support from legislators for the aviation industry even as they struggle with the budget deficit.

Tax increases in the State require a super-majority (2/3 vote) in each legislative body, and it will be very hard for any tax increase measure to be approved. This super-majority adds to the political complexity required to pass any tax bill, like HB 1847, and we are watching it closely.

PNBAA is working to identify real threats to our industry and advise members when action is required. We believe now is the time to gather information and work with the House and Senate to protect aviation interests in Washington State. Lawmakers are very open to including PNBAA and the other members of the Washington Aviation Coalition in efforts to find solutions to this budget crisis and we will continue to work to improve the industry standing in Olympia.

PNBAA will continue to advise you to the actions that affect aviation from Olympia. There will undoubtedly be a time when we issue a call to action, but we don’t believe now is that time. Thank you for you attention.
